Chartered accountants-do I have recourse?

A friend of mine told me that by using one of those chartered accountants I would be protected and have recourse if I was not happy with the services that were provided for me. These accountants are members of a professional agency and as such if I was unhappy for any reason I could complain to the agency about the accountant and have some sort of protection in a sense. On the other hand I have heard that all accountants are basically the same and that paying more for someone with extra designations is pointless and a waste of money.
